If you read it a bit more carefully, you can see that Ken is not at all arrogant.

He's been shown during RST that he cares for the people around him, albeit not in a soft manner.

In this encounter i can say that Ken was trying to shoo away the new transfer student who is being suspected of transferring through connection. He knows if the transfer student is a sham, he'll die pretty fast in a dungeon.

Physically he is a teen since he got sent back.
Mentally it is vague since we don't have much personal info during his 10 years backstory on the other world. We don't even know his personality that much prior to getting isekai kidnapped as well.
I do get the frustrations with his attitude especially to his Childhood Friend and her mom. Although, we haven't even seen how close he was to them before the start of the story.
But from what I can infer from his current actions, he doesn't seem to value such bonds that well. So maybe, they really weren't that cordial and were just keeping face (very common in JP culture).

He is bad character and that flaw isn't funny or good. That kind of flaw is something that will never go from his character. Why? All authors did this and don't expect he grow from that flaw.

Characters that can never grew from their flaws and become their shitty traits instead is more worse than character with normal flaw.

It's weird that it's anime; he's 24-25 years old, supposedly with enough intelligence to explore the stars.

My only hypothesis is that when he returned to being a 9th-grader, his frontal (and prefrontal) cortecis devolved to being 14 years old.
That's really the only thing that even remotely makes sense... amd even then it's not a good reason for his actions.

Bro, let's come back a little at time.
He has some traumas of being abducted and go to war, his shred of hope to keep his mind (considering he was absucted when he was a kid), was his family (majority) and maybe anime since it was his hobby (and let's be honest, hobbies in a medieval world kind of sucks compared to now), his only friend there was probably the princess, he returned, he lost his family, it's hard to say he have friends for now, probably animes were his only way to keep his mind together

The guy has extremely good reasons for acting this way considering the fact that there was recently a huge accident involving people who didn't know their limits and plus he was actually one of those who was actually useful. So from his perspective, a level 1 entering the Special Class definitely looks like a repeat of that situation, plus it might be another ploy from the higher ups sending in students to the meat grinder.
He's justified in wanting to know if the new guy can pull his weight and not be another trouble maker like the dreadlocks girl.

MC is actually the one being immature and at fault here despite having more experience and actually he of all people should know why the guy is acting this way.

The rule is simple, don't touch who is quiet, mc didn't cause any trouble and he went to disturb him with no reason at this moment, he deserved it.
If it was to be at peace, don't cause problem with who doesn't want a problem, it's simple.
