Almus can not doing anything about that due to circumstances and restrictions. If he should to act, it would bad on him as he instigated a civil war. And that would set many members on the Council and the King against him. Almus need some evidence from Rigel that would give him enough reason to start a civil war. War starts on how it started and how it ended.
