You have no idea how little that narrows it down, I also saw it on facebook a ton of times already. I think the artist is Himiya Jouzu. I'll look for the full image another time.

On facebook, there's also plenty of other crops that you wouldn't be able to find if you didn't know the artist.

Like Small Shun saying "Two child please". The crop only returns itself as the result and not the full picture.
But if you recognize the art, you can easily find it's a comic in korean by Devil YangHyeok and translated to english by RagingAsn.
