I think they are malnourished not necessary starving or at least not starving to the point of being in the refeeding syndrome threshold.

this could be more efficent if:
- Some infomation about the new villagers before they arive would be very helpfull. Like general info, condition, number and possible time of arival. They have like 15 day to do this, just attach some one from the village to the recuiter if they are too busy.
-> So you dont have to them all rolling in at the same time or building that they cant use

- Prioritize amenity and storage buiding instead of buiding houses, let them stay in tents temporaly. Then help them build houses and farm land
-> To build trust and understanding about both sides capability
-> Clear the "dont do every thing for them"
-> Lower time and material on the initial construction of new villages
