It's a really common problem with developed countries because they already have the existing infrastructure for this reliable and proven thing. Newly developed or developing countries are faster to adopt new tech because they don't have to dismantle/integrate existing infrastructure for/with the new one. Internet (both wired and wireless) or railway are some prime examples.
