As of now the only thing keeping Ginko from slaughtering humans is the fact that are powerful magical monsters to fight

But it's not like she just kills whoever. As long as they're the one initiating the fight I don't think she'll do anything to someone innocent or aren't looking for a fight. Just like before in Edo she didn't just go to a town and kill everyone only those she though would be strong enough to kill her and they were Samurai so they wouldn't just say I don't want to fight
