I'm guessing his issue is not so much the idea that he's stealing, but more that the "dirty black-headed cur" isn't "giving his proper deference and dues". Cut him in in exchange for the privilege of generally existing and being bossed around, because he's a filthy disaster bringer. Standard "bully/future gang boss" things.Even if the other kid is insinuating that he's stealing, so what? The alternative's not having enough to eat and being malnourished.
There's a reason there's a trope that street kids are criminals; when there's not enough food to go around, even kids have to find ways to fill their bellies. If anything, they should be beating MC up because he has cash to take it from him, not because they had a disagreement over whether he's stealing or not.
