I always had issue with the way this novel gauges if someone is considerate. "hmm, lets have someone encounter a culture they know nothing about, how to see if they are considerate? I know, if they tell the women how and what to wear, they must be! Better yet if they make a big deal out of it, so the person can feel properly shamed, rather than as a polite request on the grounds of them being uncomfortable due to their cultures' skin-exposure being much lower. If they try to be considerate and ignore the faux-pas for whatever reason, they must be inconsiderate bastards!". edit: And yes, I am aware she later says its a joke. It still annoys me because it feels stupid.
I'm sure there is a parallel here that can be drawn between this and women wearing pants or short skirts/sleeves (or for the more modern example, if someone shouted at people to wear veils), if one were inclined to.
