Its a set movement of a slash, in exchange for it being a set movement there is a damage multiplier.Parallel thinking is a skill he bought to multitask without much effort (yes one can train their minds to do but he has a system cheat to do it)
As for sword art I mostly agree with you as he's been traing so a simple sword move like a slash should not need to use system skill for
Thats like at max a 10 meter distance shot, plus the target is very bulky and large. They also are noted as slow and lumbering. They plant themselves rather heavily to make use of their size and strength and made no attempt to be evasive as they didn't recognize the threat. Its hardly navy seal level shooting. He takes practicing seriously so he would practice shooting. And while no direct skill affects it raw stats like dex, luck would, as well as skills like parallel thought. And notice that a further target he aimed at the body and didn't hit center at all, that seems rather reasonable level of skill.That gun is still so silly. There's no gun art he used to cheat so we're supposed to just ignore his miraculous ability to land all his shots, especially that first headshot.

I mean, most of the times in such stories "skills" are just, well, skills, that are used without learning them "the hard way". Whether the "hard way" exists in the world or not, is another storyParallel thinking; simply being mindful of the area you're in, not some magic skill.
Sword Art; Sword Slash: Swinging a sword is not a skill, it's the intended use.
