Yeah, if there's anything recent events have shown me, it's that there will always be one or two fools who don't obey a quarantine and make things either a little or a lot more stressful for everyone else.

I rather hope that the ship responsible for smuggling (cause that is what they did, and during quarantine measures, no less) is properly made an example of. Even if they turn out to not be the cause, if any merchant think the risk could at worst require some bribes lower than the losses of suffering the quarantine, you will see many more problems like this (it is the economically optimal solution).

If I were falma I honestly would have gotten a bunch of somewhat starved cats to take on the ship to help eliminate rats. He should reccomend that ships have a mouser for safety against mice, rats and other small vermin.

@Narf I won't blame Falma for it, he's basically from modern Japan where such a thing would be less likely, though not impossible, but preventing it would be up to other officials. More than that, though, he has had his hands full day in, day out anyway, even without suddenly worrying about people purposefully sabotaging his best measures. Someone else should have kept an eye on all the ships and merchants, like that old man admiral. It's just a pity Falme needs to take care of the new outbreak. At least they should indeed punish the culprits and simply burn all of their cargo no questions asked. It would discourage others from doing the same.

I wholeheartedly disagree. He's not some child being out his depth - he's a grown, knowledgable adult (even if currently in a child's body) working in his field of expertise. Even in modern epidemology you always account for people who will not adhere to quarantine rules, be it out of fear and panic, out of seeking a profit, because they believe it's their right to do what they want or simply because they are stupid. Every quarantine ever will try to account for that. And that is in a world where, theoretically, the vast majority of people should be well aware of what is being done with them, why it is being done, and what could happen if quarantine fails.

So when he's now in a way less developed universe, he should be double and triple aware of that being a huge danger. But he never even accounted for this possibility, neither during the planning phase nor during the actual inspections. He even got a warning that people were not taking the quarantine seriously by the behaviour displayed during his inspections, which was only resolved "peacefully" by the lucky intervention of the admiral, and he still managed to fail to take measures. For him personally, all the work it would have involved would have been a quick order to the guard captain or whoever is the executive port authority to keep watch on every ship, or even better, just confiscate all their jollyboats until they underwent inspections. Would have taken him like 2 minutes to give these instructions, and the actual work would have been done by somebody else.

So far we've seen illnesses that aren't because of magic, but magic does exist in this world... Does that imply Falma will be dealing with magical illnesses soon where he might have to deal with something "unexpected"?

@Narf What I meant he's just one man handling everything from the bottom till the top by himself, with a scarce amount of random people who aren't qualified as his workers, not really doing anything on their own that he hasn't told them to do. We already know he has said nobody should come into the towns uninspected and all the ships must wait before getting to the docks for unloading. What you are describing is the situation in any developed country that would have hundreds of specialists working on cases like this, with each and every one of them pretty much knowing what they are supposed to do and having training for it. Here it's just Falma, more or less. He already died once due to overworking, don't make him die a second time for overworking.

@Narf It's only obvious people would run the inspection because we're thinking clearly. Falma has no personal experience with something like this, and his mind is totally focused on the actual outbreak. Rather than Falma, it should've been someone else to tell him that they need to make sure people don't try to slip past the inspection. Like some other sailors, or officials at the town would've known and should've told him. But this happens to grown adults in our modern world when outbreaks like this happen. They get people in to vouch for human nature and behavior, because the people who are trying to come up with a solution are too occupied thinking about the solution to realize that people are stupid.

Also remember, MC is -not- an epidemic specialist, he's a medical researcher/pharmacist.

@CouslandU Cats are cleaner and more manageable. Rats hide, eat and multiply fast. The cats also act as a "deterant" for rats to even come on the ships. 1 cat can kill a lot of rats, cats are friendly with humans meaning they can use magic arts on them to kill fleas or disinfect them with. Pets do make great workers when it comes to killing problems such as birds, vermin, predators and even people.

he was also a researcher, not a full blown Quarantine specialist, so some leeway should be given to him not taking the human element into account.
