Regardless of what you think about Japanese MCs, Hokage is not in a position where he can easily off Reito without negative consequences to his group. Killing Reito by assassination or whatever at this junction will only unite Reito's group to seek and destroy the hostile group. Announcing hostilities now also will only unite Reito's group.

Reito's group is much larger and has the manpower advantage. Hokage's group was utilizing their homefield and resource advantage to pull manpower away from Reito and add to their own. By coming out like this, he's undermining Reito's claim that natives are corrupting the students and taking them hostage. This will fracture Reito's group and diminish the manpower advantage even more. Once Reito is marginalized, Hokage can do whatever he wants with him with minimal repercussions.

Not that I think the moral high ground would really work, but the kids have been conditioned to follow singular strong leader. Reito has spent the majority of his time intimidating or killing anyone with the will to lead. Oh sure he has a couple of lieutenants, but even this chapter saw them doubting their own actions.

So if they see another student stand up to Reito and win, he looses all credibility because there is proof there was a better way that didn't involve killing adults and letting nearly half the survivors die to sickness and starvation.
