It’s not. It’s gibberish. It’s meaningless. If them doing that in Japanese is meant to signify something about how they’re talking, then have them talk in the signified way in English.

Ask yourself this: what are English speakers meant to gain from “desuwa” printed randomly in dialogue? It’s a nonsense word if you can’t speak Japanese, and they can’t.
