Maybe because in Japan you're not guaranteed to stay in the same class with the same people for full 3-4 years. They swap people around every year, right? So when there's a bunch of new people that you only just became classmates with this year, it's no wonder you wouldn't know them.

@ahudson is just, koga is too busy with the school festival and studying for the exams since is his last year, because he have to help with the school festival now cuz of his "leader" role he get home late than usual, and when he get home he have to study, i dunno if this how it is in real life for the japanese, but in every manga that how it is you can say lol, characters focus too much in exams, that they dont have time for anything else, specially when is time for entrance exams, so his only time is when he meet meguro in the morning
