Umm, you do know he's trying to stock his store with items that are beneficial/helpful to adventurers, right? He also has ties with the local guild and he's friends with an adventurer party. So, yeah, this story actually does have something to do with adventurers even if he's not an adventurer himself.

ummm we've had entire arcs that revolved around adventurers. And this isn't the first time he has dealt with this kind of bullying. Oh sure the device they use to segregate and shame their victims has changed, but harassment comes in many forms.

I was talking about people who can actually afford the lower cost soap, but not the higher. I wasn't talking about being so broke they can't afford to eat, in which case why are they even buying soap instead of food in the first place?

If you can absolutely afford the lower cost soap, you can afford the higher cost soap with a bit of effort. If you have to worry about them stealing it, it's not about the price, it's about the thugs.
