I'm fairly convinced this is all a misunderstanding that could potentially be resolved with a conversation, but the problem is the Demon lady isn't great at communication and doesn't have the same common sense as the others so honestly I think their plan, or at least goal, is the correct course of action.

i been thinking this whole time Celes was Suu's mom, or at least another dragon. everyone just assumed she was a demon, something Celes never confirmed nor denied.

The guild reception girl said she was definitely a demon.

If she was a dragon, I think she would be clued off about Suu-chan with her mana being so astronomically high and having a jewel in the middle of her forehead. But she didn't even know Suu-chan WAS hatched from the egg, think anything odd of her despite clearly being an abnormal existence and didn't even know the egg was faked.
