Fucking idiots.
Sorry to be a bearer of sad news to you,
but I have to say
unlike image/video generation, auto-translation is pretty much mature at this point.
Especially if the model is fine-tuned for just one way translation.

Unless it is translating some Shakespearean or stories with a lot of puns or inside jokes like gintama or something, it is pretty much achievable.
I mean, I'd say about 4 out of 5 fan translation here all have the warning "translated using machine translation".
But people still lapped it up. So what's the difference.

The flipside is that you don't have to buy/use it. If you have access to the raw, you can pretty much do it yourself.

Yes to order your pizza in Japan, but not get the essence of the language.

Yes to translate from spanish to english, but not to translate from a very contextual language.

If reading a fan translation here with the warning "translated using machine translation" is enjoyable for you, good to you. For me I would never spend money on this shit.

Honestly, Japan government should stay away from manga. They just need to produce and let other do the distribution. They system is ass anyway.
Imo, dlsite has a nice system for it. They pay people to translate the manga.

well, that's why I said you don't have to buy it
If you believe their plan will eventually fail anyway, just whatever then

First using AI is very problematic. But, I don't trust that japanese companies know how to sell mangas and expand their market abroad.

In my country I am not fan how the local publishing companies do it, but at least they understand the market and how to expand their sales or push a title and select for a pile of garbage titles that are worth being published.

I’m more curious about how they add text overlays to their works than about the translation itself. While AI translation is quite advanced now, the current effect of AI text overlay is still far from satisfactory. Using ordinary OCR for text overlay would make comics completely unreadable, and even large-model image retouching will more or less cause changes in image size, color, and distortion.

AI tls are unreadable (or simply trash, that's just slightly better but still not worth my time) when you compare it to someone who's actually good at their job. Most official english publishers use it already; it's quite easy to see, and it makes me want to drop the comic even if the story is good.
Sometimes AI is not good enough to convey everything properly. In an omega-common rom-com it might be enough.
It should be usable for most manga then, but still the more serious/niche ones (or just written with rich vocab and diverse writing styles) will just be (already are) horrendeous with AI tl haha

The difference is money.
In one case you consume shit for free. In another case you will pay for that shit.

Considering
The government [...] has set a goal to increase overseas sales of such works from about ¥5.8 trillion in 2023 to ¥20 trillion by 2033.
it wouldn't be cheap.

Japanese manga industry: "Rent our MTL slop. No, we won't be offering print editions."

...

Japanese manga industry: "Why did piracy go up?!?!?!?"

Yeah, there's a big difference between 'we're a fan scan group who likes this niche manga and want to bring it to a wider audience even though we don't really have a translator' and 'we're the government of Japan and want to control the medium in the wider world'.
Wrong. There isn't.

It's exactly the same attitude of "Who cares, people will read it anyways because there's no other way to get it." Real scanslators giving up because they can't compete with fake MTL speedslopper assholes like Gold Scale isn't good just because it's free. It's actively making this site and the scanslation scene as a whole worse, and priming people to accept actual publishers releasing this trash as an honest to god commercial product.
