I expected the fact that the queen wouldn't express that much surprise, much less regret, at seeing that her son survived.
I didn't expect that she wouldn't even realize her fundamental mistake of casting him away because of his "weakness". Now that he's back with so much power that she had to make a deal with the demons for a hope of measuring up to him, she should see how their assumption at his birth was wrong.
So, seeing her son has survived didn't make much of an impression on her, no problem here (well, there is moral problem, but no problem with the consistency of the character). Seeing how she cast away a potentially useful tool, that she should reconsider.
We often say "hindsight is 20/20", but that doesn't seem to apply to her.
