This is easy to understand,

• The world went so fast that the universe died and gave birth to a new one
• Those who died during the reset get replaced by alternatives, those who survived until the reset come back with their memories intact
• The new universe should've started during the same time the universe started the 21st of march i believe
• Pucci decided to come back before that day to kill emporio and then continue the reset
• so now they aren't fully resetted
