For me, its much much funnier and fitting with the story's themes having him be a cowardly biliionaire nepo baby whose only real power is the capital he holds. The contrast with previous Jojo's villains who are often hypercompetent and nearing omnipotent is refreshing.

My guess is that the people behind Howler will have him take up the Lava Rock and themselves as second in command so they can reap the benefits without the attention. This also makes it have some similarity to Part 5 where the real Boss rules in the shadow.Howler is looking more and more pathetic and incompetent with each chapter.
