The one and only interesting thing about this manga is that the chuuni avenger kid actually can't scheme at all compared to the hardboiled criminals who are his targets. Those villains have needed to deal with other scumbags for years, manipulate their victims, keep their underlings in check, avoid the law enforcement (hypothetically, since the cops seemingly are only interested in the MC), and generally speaking develop their skills to keep going. Unit 731 grandpa apparently only taught the MC about torture and some martial arts. Other than that, he's out of his league.
