And why did he want to keep the existence of the elf a secret? Doesn't he think that having a girl coming here will help that elf girl with various inconvenient that guy can't? This makes no sense.

It does not have to be the whole truth. Keep the slave part a secret. It might be dangerous information though since freeing slaves can lead to diplomatic incident. Also the ones who enslaved her might still be looking for her and likely they hold strong influence and might found out through whatever means.
