Yes it was. People seem to think that we're all walking around Japan not knowing what anybody is saying just because of subject omission in sentences. But it was absolutely 100% crystal clear that it was her telling him that she liked him, despite the omission of the subject.

No, I read the raw and from the text she COULD be talking about his eyebrows. She starts unambiguously talking about the eyebrows then jumps to screaming about how "looks even cooler than before" and that she "loves it a lot" without specifying (but obviously meaning Ooyama).
Like I said it's only ambiguous in the realm of dense manga hijinx, but it was nowhere as overt as the translation putting a "you" there at the end.

I love this series. I truly do. But man can we get some more progress? Maybe start dating? Something? 150+ chapters of thinking about how much they like each other with barely any actual voicing of said thoughts is... honestly getting draining. Like seriously just start dating officially.

This manga had decent pacing up until chapter around 60-70, then it just stopped and absolutely nothing happened with the same cycle repeating itself for the next 80 chapters.
