Install totally new clergy not under the cult's control. The common people won't really care, as long as there's peace and stability.

That would honestly make sense in a realistic story. But this one seems to prefer the whole edginess trope, so i doubt it would go that way.

Also, I don't remember in the manga, but didn't she literally just cut it before the back to earth arc? (or wear a wig?) cause that's what they did in the anime (it overwrote my memory of the manga for that part XD )

Rose has never cut her hair in the manga until this chapter and the wig? nah, it's just anime thing. The anime sometimes adds things or information earlier than it should based on the novel or manga (E.g. Zeta and Eta's debut, mentioned Fenrir's faction, vampire ability in S1 Eps 20, etc)
