Nah, I'm sure he can. The issue is recognizing that there's anything to fix and actually wanting to do that. Alpha recognized her humanity, but the best she could do was try to kill her. Cid could totally fix the girl, but I'm seriously doubting his ability to get motivated.

Though I am betting on it, since it would just be a repeat of the past if he just killed her, like Alpha seemingly did before.
