It's been explained the storehouse can register spirit signatures. Tobimune is infused with Samura's spirit signature so by registering Samura's spirit signature he can transport both Samura and the blade between the storehouse and the real world.I hope it gets explained how he got Tobimune.
I assumed he registered the first one already, but just has the chance to register Samura now? IIRC, their initial plan is to register all swrod bearers and pull all the sword in one fell swoop. Who knows what Hishaku will do after the sword just got pulled from under their nose one by one. At the very least, they could just go crazy all out in an instant since they're racing against time; or they might figure out how to prevent it (such as take the sword out of the storehouse dimension and guard them in real world instead.I'm actually surprised Hakuri hadn't registered the two sword masters already

That's fair, but what I meant was Hishaku would do something to prevent him from stealing the remaining sword -- such as just take them out of the storehouse dimension and guard them in real world (or better yet, just use them) instead, or just put some sorcery to seal it and whatnot. Him pulling the stunt this time alarm Hishaku about his power and they'd come up with some counter measure. The swords are already in the real world as far as we know, Hakuri can warp them because they're classed under their sword bearers due to their contracts, not because they're in a warehouse dimension.
