What law states drunk people can't give consent? Like if you're incapacitated, that's one thing. But just drunk? Please. Of course you can consent while drunk. And give me one example - just one! - of a state that administers a blood-alcohol test to know when someone is too drunk to fuck, like they do with 'too drunk to drive.'

Drunk people fuck ALL THE TIME. No one is dragging women into bars and forcing alcohol down their throats. She's willingly drinking - and so is he.

And if they're both drunk, are they having sex, or are they raping each other? Why would the girl be able to report rape? Couldn't the man report HER for rape?
