That's also what I think: It's pretty clear he gets topped a lot at this point, but they aren't stupid, so of course she's not going to have another child.
The only reason why this manga is very tame is because it's told from Chi's perspective, and it's pretty clear that she's oblivious to a lot of her parent's dynamics. She's a kid after all.
