I doubt it. He apparently comes from far away and you'd think that if he was a friend's kid Takagi would recognize him when she sees him playing with Chi in the park.

There are other series by teh same author about young school-age couples, maybe it's meant to be the future kid of one of them in some sort of shared universe sense? Or maybe it's just an original character to play forward that idea that Chi and him are like the future version of her parents in terms of their dynamic (though with Chi in the flustered Nishikata role and the boy in the more teasing and level-headed Takagi role)
