Looking back, he's almost always very defensive when fighting but especially against people. Probably doesn't want to hurt them too much, even if they are outright bad guys, and he's far more than skilled enough to do that.

That's most likely how it's going to go. She doesn't have to flood the whole area, just maintain a water sphere with him in the middle and off the ground. None of the magic bands/rings would be able to displace the water long enough for him to get air or escape.
