The problem actually stems from Kaya herself. Most normies can't see spirits, but continued exposure to Kaya makes part of her rub off on nearby susceptible normies, allowing them to see ghosts too. The returning teacher stayed too long near Kaya, became able to see ghosts for a moment, was almost killed by one as a result, and had a nervous breakdown. She took a sabbatical until recently. Kaya is beginning to realize this, and she's worried that she'll hurt those close to her now...

Chie can barely see the vaguest of things because she has a tiny fraction of spiritual sensitivity, and kaya is taking longer to rub off on her. She relies on Kaya's family and Mob to tell what's going on. Asemi has a ton of spiritual sensitivity, and shifted into high gear much faster, to where she nearly died. The mom and dad have zero sensitivity.Revisit chapter 1 and 2.
Chie has definitely seen ghosts. "How" is another matter entirely.
