So, how come the igathered intel says that they believe this to be artificial, but the royalty of that country doesn't see it as such? To me, this is super easy to resolve. You simply subjugate them because your intel says this was artificially produced. How do you explain that to this dwarven country? You simply say, "these are artificial beings, not your divine messengers. Do you think your God is happy that someone mass produced fake divine messengers? Do you think your God is OK with those fakes at all? Of course not! Quit looking at fakes as the real thing and get rid ofnthem already! If not for yourselves, do it for the protection of your ACTUAL divine messangers! These fakes are eating their food as well! Your god wont be happy that you sat back and watched as his actual messengers lose their homes and starve to death!" It's easy enough to understand, so there really shouldn't be any pushback.
