I still think he's a red herring. He might have a grudge or two against Yotsuba or Uichi, but probably isn't the mastermind who wants to kill him.

My bet on the actual mastermind is that one single friend that Yotsuba and Uichi had in common - the hacker girl that I forgot her name and hasn't shown up for quite some time - simply because she seems to be the least likely culprit.

I think the tell that this is a red herring was with the letter saying that he saw the fake confession back in middle school. I can't imagine a reason that could have possibly lead to her brother being there that doesn't come out stupidly contrived

Could be a lie, since Clover is targeting the watch. Dude might just gone with "our goals aligned" instead of "I've been bullying Uichi since before you faked your confession" because the latter reveals the presence of an architect behind Uichi's suffering, instead of random people getting randomly mad at Uichi.

Obvious red herring. Remember when the sister was talking to Clover and she mentioned the watch to him? The conversation suggested that that moment was when Clover found out about the watch, so it would not make much sense for the brother to be Clover since he already knew everything about the watch.
And no way the author would just do the reveal of Clover's identity like this.

Cannot be the brother, he already knew about Yotsuha time rewind power before she transfers to Uichi's highschool.

Clover started to have suspicions about her power and the wristwatch after what happened with Uichi's sister.

For me, the primary suspect is still Rei, the boy Uichi helped in middle school, and if it's not him, it must be someone Rei works with and shares the same grudge.
