Im so confused about the stance the story takes on qin's conquest campaign because sometimes you will have really nuanced moments like this one or like all the kanki stuff... And other times you will have the kings of the other states eating babies from a big silver plate

If people were inherently evil humanity would have ceased to exist shortly after it began. We are inherently good with the option to be partly evil. Written or other static laws may provided guidance, but legalism only serves injustice, since true law only comes into existence when a person passes his judgment, who's disposition will always trump what's written, one way or another. A good person will only apply written law where it's good too, and bad person will always apply written law or only where it's convient for himself.

A lot of what stops some people from doing evil is the risk of being caught being too high; plenty of people have done evil things when they couldn't be tracked, at least not tracked easily. Just look at the accounting of the hijacker D. B. Cooper; that could never happen today because of all the security and technological advancements that have been made in the years since. The advent of smartphones, with their included videocameras, has dramatically reduced purse snatching; it usually only occurs now when a purse is left unattended and they can grab it and run in a situation with few people around, so there's no or little risk to them getting caught. And so on and so forth. Plenty of people that would never want to do those sorta things, either, but driven to desperation you can do some things you'd never thought you could, just like Kanki's original clan.

by your logic then every animal is evil too, after all they will take and consume whatever they want until they learn there is a consequence to their actions. And they will also decide to accept the consequence as long as it doesn't outweigh the benefits.

That would mean that everyone and everything is born evil.

Except the lead-in with the baby reference was an obvious joke (even wrote "lmao" so it wouldn't be taken too seriously) to show how people aren't inherently good; fourth sentence in, I stated, "Humans aren't inherently good or evil." for a reason, same with that last sentence about how even good people can be driven to do evil things when they're desperate.

I love babies, and know many. I don't see how any of your points support your point of humans not being inherently good or evil, and I'm not sure what would, since a such society is hard to imagine if not impossible to imagine. Would half us be evil and other good? Without being inherently good to begin with, we have nothing. Besides there being so many cracks in tech security, when there's a large enough small criminal minority as there often is in places, it becomes impossible for the police to solve or stop much of any of the crimes committed. With a large criminal minority we have rampant crime, and at the point of reaching a majority we already have a total social collapse. Without the overwhelming majority of people having a sufficient level of moral decency society would self destruct.
