The thing is, Ouken's question to Sei was already answered before when Ouki advised Sei about ruling nations. It's to do with treating those you conquered with the same affection and care you have for your subjects in Qin. So I wasn't really worried about his question, unlike when Ryofui asked Sei and provided a really different picture of reality.
