I'd be glad to have a ganguro loli be part of the story but I don't think she is, she was just enjoying the food outside on a stall while Hero is supposed to be with Keion rn.

I think the hero is going to give up on his reading and have to save the loli once the leader makes it to the place where he is, after all there are 4 enemies and 3 heroines so its very obvious Hero is going to have to take out the leader.
