The formatting of the manga is really bad sometimes. Ever since Cool added in these serious chapters with the side character dragons Cool seems to be all over the place. One minute it'll be a super serious chapter and next we get random SoL chapters.
This chapter focused on Kobayashi's new position should've happened long ago after she first got it. The Lucoa chapters didn't make much sense because in between her looking serious at the end of one chapter we randomly saw her in the following chapter teasing Shouta and smiling. To then go back to her looking serious.
Cool isn't good at writing these serious arcs. They sometimes drag on way too long or are a bit repetitive and boring. He also has an issue where he will drop things and then chapters later pick them back up.
