Oh come on, we just had Kobayashi's confession like 3 chapters ago. "Not going anywhere" has already been invalidated.

I'll say this, Cool-sensei has not yet lost me on any chapter, not even the disgusting shotacon focused ones. Despite sometimes crossing into unecessarily porn-esque territory and glossing over things for the sake of some sex appeal I can say that the manga never feels empty.
In this chapter we advance Iruru's realization of her feelings for Take and Kobayashi gives her relatively sound advice (like the mom she is) and Iruru did not use the clear opportunity to "mate" with Kobayashi like she usually would try. That does show character growth.
As I mentioned Tooru's and Elma's relationship has been developed quite a bit in this volume and I appreciate that a lot. This chapter showed reflections of that. I also am reminded again that Elma actually likes Kobayashi a lot and has mentioned before that she wouldnt mind if Kobayashi wanted to kiss/have sex with her. Elma is a lot more mature than she appears as usual. It's not important, but I like consistency in my stories.
I obviously have my misgivings about this chapter and think it was poorly handled, but in the grand scheme of things it wasnt offensive and doesn harm the plot at all. I think this was a whole lot tamer than even most common ecchi harem manga out there, even if it deliberately imitated them.
