Shouta is fairly common name in Japan. It does not mean "young boy." The "shota" in "shotacon" is actually short for "Shōtarō," a character in a manga from the '50s. All that said, I do imagine it was chosen because it sounds like shotacon. Japanese humor is all about wordplay.
Fan service is just part and parcel of this kind of manga, and a big part of what Cool-sensei is known for. I find it relatively easy to ignore, but if it bugs you that much then it's probably best to just find something written by a different author.
