However, they let the three vampires, including the mid-boss level not-queen escape. The dragon palace was badly damaged and the seal there broken. All of this, potentially, happened because Luck decided not to fight, for no particular reason, before the evil dragon appeared. Perhaps he actually, secretly, hopes the full horde of evil dragons will be set free. It would be a worthy opponent for him. Individual evil dragons barely work as warm up exercises.

I doubt that. The queen was already evil even before meeting Luck.
In the flashback chapter starting from ch 18, she was trying to destroy a kingdom and bring chaos to the world by summoning the majin. But Luck stopped her plan.

Then I think she joined their party pretending to be good. But she got found out and the party "defeated" her (flashback in ch 24). But obviously she was still alive.

So, I think her desire to have Luck became stronger is for more chaos.
It's probably like planning to use Luck for the reincarnation of evil god or something along that line.
