Seriously. The resources of the planet all looks like sticks and stones to him when he is working with semiconductors. Also, it appears that their society has developed around prioritizing humans working together to overcome humanity's great enemy, the Bugs. He doesn't see the bandits as enemies, he sees them as delinquents who should be reprimanded.
