They can just make them suitable.In the future they would probably psychologically test out people like that in the military especially since they have nano machines, and greedy selfish people shouldn't be soldiers or have any sort of power. Also, it appears that their society has developed around prioritizing humans working together to overcome humanity's great enemy, the Bugs. He doesn't see the bandits as enemies, he sees them as delinquents who should be reprimanded.The comments are indicative of why we are not yet a civilised highly developed world. People are so damn critical. He just arrived, he most likely doesnt care much for this worlds money other than what he needs. Developed worlds would also be humanitarian and less savage in their way of doing things. Even in our society, the death penalty is only given out in the most extreme of cases.
