The panel she’s looking up at the sky with a camera in her hand is presumably around when it happens. We see the papers she’s written reach the actor AFTER the war ends. Then the next panel we see Shion writing the papers and it ends when she looks at the sky. Why would everyone in a crowd be looking up and scared/angry? Because they are bombing the city.
