I'm not quite so sure. Given the way she winked at the bully girl before sitting on the tacks I think she knows exactly what she's doing in fending off the bullies. Nothing pisses off a bully more than the lack of intended effect on the victim and she's playing it up. It also felt like she realized the one girl didn't really want to be doing it. EDIT: It's already been pointed out she wasn't the one that winked. Oops.

She was an archmage in her past life, that takes brains, and I think she's still got them. The one track mind focused on working out is just playing out her own fantasy (overkill going after what she lacked in her last life).

The winking is done by the crony of the vice president not Eva. She has short hair and it's not poofy on the side as well as a large black ribbon.
