Didnt they say something about removing his ability to use magic permanently as well? If he comes back completely out of his mind but can still use magic he'd be even more dangerous (he wouldnt use those anti-magic handcuffs once hes out, right?).

Though this may look like a punishment it could be unlikely reward depending on how strong your mental fortitude and will is considering you can train or research for a thousand years in that place.
