The Kowloon illusion is starting to remind of The Invention of Morel. Pretty obscure book but something somewhat similar happens there. In the book the machine projects an illusion of an isle over it's very ruins. Maybe gene terra is projecting Kowloon over it's ruins in a similar way. Furthermore just like a few chapters ago when the illusion didn't work for a day, so does the machine in the book fail to project the illusion for a day once a year
