Just a note on this: All babies start off basically equally flexible. They can all do the splits. The only real reason why people generally can't is that they don't maintain it.
So, if you have the ability to influence or encourage young children, be it your own, family, or friends, try to get them to do just a little bit of stretching regularly. If all kids just kept doing splits every couple of days as they grow up, they'd never lose the ability.
