16 with parental permission but yes 16. She's still in school tho so there are problems outside of just her age.
Parental permission is required for marriage under 18. Before the law that set the age of consent to 16 from 13 (when into effect this spring IIRC) every place in Japan except two island territories had "corruption of minor"-type laws that made varying from 16 to 20 (Tokyo was 20 I think). Some of these may still be in effect even with the age of consent now being 16.
The age of majority was lowered at the same to from 20 to 18 which also meant that an 18 yo JK is not illegal just because she's still in school, at least for someone who is not a teacher. There may be laws about that in Japan like there are in the US.
