Yes, that's usually the case for manga released on Twitter and the like. They get produced by independent authors/artists for whom Patreon, as one example, is a way to monetize their works. This manga, however, is being serialized in the online manga magazine Dra Dra Sharp#. These publishing companies don't have Patreons, but go the more professional route when a manga is popular enough: physical releases with less censorship to incentivize a purchase.
