A woman can care and show affection for another man while seeing another man, that shit is called common courtesy. The only reasonable way I can see someone considering this being NTR is if they've never been in a situation where they had to discuss this very specific problem with anyone or are so deluded by NTR plotlines that they cannot fathom the idea of a girl showing affection for another male when they already have a significant other. If the last few pages are anything to go by, she's even taking steps to be transparent about her actions with Kiyoshi, something I rarely see in manga.
