Pathetic is the right word to describe him right now...

He knows she isnt like Hebikawa and would not hurt him at all. Sure if she says no it will be painful for him but knowing all they done talked about and feel about hanging out together, he can say she likes him too.

Its really disappointing that he didnt confess now cuz it was the perfect moment.

I love Kusunoki but at this point Id rather see Hebikawa date him than waiting 100 chapters to see a confession.
