Cheating by definition is a betrayal of trust, Makino not only knows but accepts Mashiro job, ergo not cheating, it's literally impossible to be cheating if you accept your lover has sex with someone else.(I personally see sleeping with someone else, while in a committed relationship as cheating anyway, but people might argue it's "just" a job)
